If I would create an enemy, I would make an E-7000. To defeat it, use Blue Tornado/Black Tornado/Tornado Hammer/Leaf Swirl to remove its shield. Do it again to stun. The last step is to hit it with a Team Blast. P.S: It looks like an E-2000, but bigger, black, and with a rock shield.
