You would find the fishing rod at the beginning of the first level. Wait three seconds, jump, and a mechanical vulture will carry you to a nuclear pond. Jump the lily pads to the other side and grab the fishing rod. Now you will have the fishing rod, and be warped to level 2. Whenever you want to use it, just press L or R. When using it, press B to cast, and you do one of three things

1. Reel in an enemy, and attack it. A button.
2. Reel in an enemy, and cast it so the enemy hits a wall or enemy. Y button.
3. Hook an enemy and rapidly throw him against walls. X button.

Plus your protected because if a enemy hits you he'll get hooked and you can do whatever you want to do with him.
